In my own reading, it is as though the President will have the power to designate a Senator if possible to come and move that Motion, or perhaps, the party where the President represents; whether it is minority or majority, will designate a Senator to come and move the Motion, hence the provision in Standing Order No.24 (6) that it is any Senator who can move that Motion. In Article 96, it talks about our responsibility to be the guardian angels of devolution. I have a problem with the current devolution laws.
