Mr. Temporary Deputy Speaker, Sir, I wish to support this very important Motion. But I have a few problems with the proposed Education Levy Fund and the terms "poor and disadvantaged backgrounds." I think education in this country cannot be overemphasized, in the sense that it has not been given very serious thought in terms of liberalising its standards. You will find that certain institutions provide very good secondary school education, while some provide almost nothing. I quite agree with my colleague who has just talked about the day schools. Mr. Temporary Deputy Speaker Sir, the Chebyuk problem is not unique. It is not unique in the sense that we have witnessed such problems all over the Rift Valley Province. It is now spilling over to Mt. Elgon District, which is also a Kalenjin dominated area. The problem is actually historical. It is historical because in the past, most of our people were pushed out of their land to the periphery and made squatters. Later on after Independence, they had to get somewhere to live. Ndoinet is in Kuresoi Constituency. Government land was allocated back in the 90s, but it was not de-gazetted. Some time back, two or three years ago, it was de-gazetted and given to certain individuals. As we are sitting here now, certain people are coming with allotment letters saying that they have been allocated those pieces of land. It is going to be a double or triple allocation. On a point of order, Mr. Temporary Deputy Speaker, Sir. I do not know whether the Assistant Minister is correct to say that once upon a time, I was a Minister for Lands in the last regime. I was never a Minister for Lands! I have been a Minister in charge of internal security which is for sure. However, I have not been a Minister for Lands.
