I have nothing against LSK, but if you look at the dominance they have in the Constitution and the positions that are given in the Constitution, it looks like in some sections of the population interest was not taken and the interest of counties and devolution and the Senate probably was forgotten in the process. We have an opportunity through Sen. Omogeni’s Constitutional Amendment Bill to rectify that and make it work. I also agree with my colleague Sen. M. Mr. Temporary Speaker, Sir, when the Senator for Vihiga makes sweeping statements that millions of shillings are carried to bribe officers working in the office of CoB, can he table evidence? We cannot solve a problem by creating another problem. Therefore, I persuade my colleagues, hon. Senators, that indeed, we have a mandate to protect devolution, which includes making sure that we are realistic. That the suppliers and contractors in the counties will be paid by voting in revenues that will be accessed and available. Counties should then be able to use the automated processes to requisition funds and eliminate the aspect of traveling. Traveling is not limited to the requirement by the CoB. Sometimes counties and officers within the department of treasury in the counties use it as an opportunity to get a chance to travel.
