Counties have continued to withstand the worst of the failure to release their equitable share of resources timely. For the KRA to close the accounts of the Nyamira County Assembly is not only unfair, but irrational. I say this because KRA is tasked with the responsibility of collecting taxes, and revenue, and submitting them to the National Treasury for onward disbursement to counties and the national Government. Mr. Speaker, Sir, I beg to support the Statement by Sen. Oketch Gicheru. I wish to see that the KRA appears before the Committee of the Whole to answer on this matter of counties. It is very detrimental to close the accounts of a county assembly, which has resulted in an impeachment of an innocent County Executive Committee Member (CECM) who cannot take her salary or her proceeds from the farm to finance the County Assembly of Nyamira. Madam Temporary Speaker, I rise to oppose the decision of the Supreme Court on this matter, of allowing the registration of an association of the LGBTQ. In the ruling, the Supreme Court was relying on the Bill of Rights that is enshrined in our Constitution. However, the framers of the Constitution, knew that even though there are rights of every Kenyan, there must be limitation to those rights.
