Billow say that as we speak, there is no Government programme for supplying famine relief to the people of Mandera County. I would like to challenge him to substantiate his statement that there is no Government programme. As far as we know, the Government has programmes covering all ASAL areas in situations of severe food shortages like this one. Mr. Temporary Speaker, Sir, regarding the point of order by Sen. (Dr.) Khalwale to read Article 96 of the Constitution which gives the Senate the role to protect the interests of the counties. The agent of the Senate in the counties is the Senator.
