  • 2 Oct 2019 in National Assembly: Thank you, Hon. Deputy Speaker. At the outset, I wish to support the Petition by the Member. It is not only Turkana but all marginalised areas have a serious problem in terms of recruitment of teachers. We remember the former Cabinet Secretary for Education, Madam Amina, had come up with a strategy paper, a formula that could have supported marginalised areas in terms of recruitment of teachers, but it was politicised. That exercise never took place. It is to the detriment of marginalised areas. Eleven counties in this country have serious problems in terms of the teaching fraternity. It is ... view
  • 2 Oct 2019 in National Assembly: Therefore, Hon. Deputy Speaker, I support the Petition and ask the TSC to take care of the plight of the 11 marginalised counties in this country. I thank you. view
  • 13 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Petition on education that talks about funding co-curricular activities. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 13 Mar 2019 in National Assembly: Funding co-curricular activities through education is a problem. The 100 per cent transition to secondary school has created a backlog of students who do not have infrastructure in schools and this has affected many constituencies. We only have the NG-CDF funding for infrastructure development which is not enough for schools. Apart from… (Technical hitch) view
  • 13 Mar 2019 in National Assembly: Hon. Temporary Deputy Speaker, I beg to support the Petition which talks about funding of co-curricular activities in schools. However, we have a major problem in terms of funding for infrastructure activities for schools because the 100 per cent transition to secondary schools has affected schools in terms of capacity for infrastructure. There is serious lack of classrooms, dormitories and where students can be accommodated in schools. It is therefore my prayer that the plea by the petitioners is really looked into, not ... view
  • 5 Dec 2018 in National Assembly: Hon. Speaker, I would like to ask the Cabinet Secretary for Water and Sanitation the following Question: a) Is the Cabinet Secretary aware that Banissa Water Dam has been closed owing to the invasion of blue-green blooms which are toxic and dangerous to human lives? b) Could the Cabinet Secretary explain the steps taken by the Ministry to effectively treat and mitigate the disease burden caused by the said pollution? c) Could the Cabinet Secretary explain why exploration for underground water and availability of aquifers has not been conducted in Banissa, and when will this exercise be done? Thank you. view
  • 14 Sep 2017 in National Assembly: Thank you, Hon. Speaker. My name is Hon. Kulow Maalim Hassan, Member for Banissa. I begin by thanking the people of Banissa Constituency for electing me to this august House. This has been long overdue in the sense that I have looked for this position for the last 25 years. This is quarter a century. The people of Banissa said that after a quarter of a century I should represent them. I am greatly humbled and I will live to that expectation. view
  • 14 Sep 2017 in National Assembly: Having said that, I would like to move to the subject which we are deliberating and that is the President’s Address. It was a balanced and very short Address which was devoid of polarisation. What really caught my mind in this Address is when the President referred to the three arms of Government. view
