In my view, even though the service has been transferred to them, the County Executive ought to be able to take it to the Assembly for approval. Once it is approved, come in and have a meeting with them. It should not be the other way round. It should not be the Director-General inviting the governor to go in and participate in an exercise of activation to let Kenyans know that NMS and the KRA have set up this system. Mr. Temporary Speaker, Sir, on a point of order. Rrespect is paramount in this House. As a distinguished Senator, I am really embarrassed for my colleague, the Senator from Nandi County. I am sitting here not uttered a word and he has the audacity to utter words which are really un-parliamentary. I would like to ask you to ask him to withdraw and apologise.

Sakaja, for having done what most people would be afraid to do, to visit a foreign country and investigate circumstances that lead to Kenyans going through hardships, some ending up in prison in a foreign country. Madam Deputy Speaker, is it true as we saw in the 411 today, the Independent Electoral and Boundaries Commission (IEBC) intends to stop the voter registration exercise despite a court order, citing lack of budgetary allocation. If we continue behaving like a banana republic by not respecting court orders, then I do not know where we are going to as a country. Madam Deputy Speaker, speaking for 60 seconds is difficult. The problem is that we do not have a consistent calendar for these students. Students are in school for two weeks, then sent home for midterm. They are asked to bring laptops when the parents cannot even afford a mulika mwizi. We are demanding so much from the Ministry of Education yet this is our responsibility as parents and leaders. It is time to sit down and play our oversight role and direct.
