Mr. Temporary Speaker, Sir, I think that these projects are good for the country. It will enable us to have projects like roads and infrastructure development. It will enable us to bring in competition in the power sector, where right now, the monopoly is with the Kenya Power (KP). We have to be very careful that for any project we do, there capacity to understand the veracity of the project, its viability and it will not end up being a big risk to the public.

Whichever way you look at it, it is a debt. For any PPP that comes in, there are three sources of financing; one is debt, equity and grants. Are these grants supposed to repaid, or are these grants which are just given to support that project?

Mr. Temporary Speaker, Sir, as I support this, I want us to be very careful, so that we do not end up over burdening our county governments. The national Government is already overburdened. The only way that I will support this Bill is if there is no way that Kenyans will end up now having to put money not as A-in-A, but appropriate money into this PPPs. Mr. Temporary Speaker, Sir, finally, I want to highlight a few issues. It would be important for us to enhance on the issue of local content. We do not want a situation whereby we have signed an agreement with a company from the United Kingdom (UK) or China yet the construction of that road is done 100 per cent by the Chinese. The construction materials are imported directly from China, Taiwan, among other countries.

If there are any local materials that can be produced here, we need to look at the local content aspect. I hope that when it comes to the issue of the regulations, the Cabinet Secretary (CS) with directorate developing those regulations will enhance and pay key attention to the issue of local content. This is not a situation whereby one size fits all. All counties are different. Narok County might be interested in a particular project. Mr. Temporary Speaker, Sir, Narok County can go to their website and list every project that they are seeking partners abroad; people who can do these projects which are more expensive than the ordinary procurement that we have. Once they do so, anyone out there has the ability and financial muscles that does not require another guarantee. The only guarantee that I would be happy for Narok County is to give would be that if it is a highway, they will provide that equity and give the land and all the support necessary.
