  • 9 Oct 2024 in Senate: High Commission office in the UK? If so, what can be done to ensure that we have a check system that will guarantee that we are compliant in those countries? Two has to do with our embassies abroad. Do we have any embassies that we own? I ask this because of the issue of Uganda. Idi Amin did something very honourable across the world. He bought buildings in every country. In New York, it is a walking distance to the United Nations (UN) Headquarters. I wanted to confirm whether we have some that we own and are compliant in filing ... view
  • 3 Oct 2024 in Senate: Thank you, Madam Temporary Speaker. I rise to support Sen. Kibwana's Statement on the rise of entertainment joints and nightclubs in residential areas within Nairobi City County. This is a menace. We should support the Governor of Nairobi City County in trying to control it. This Statement has been brought to the National Security, Defence and Foreign Relations Committee. While I stand here, this problem is in Nairobi and countrywide. With this problem being countrywide, I want to speak about what is happening in Narok County. Because of all these nightclubs and night joints closer to residential areas, from January ... view
  • 2 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. Let me appreciate the Cabinet Secretary for the National Treasury and Economic Planning. I just noted that he has lost a lot of weight. I am offering to give him a goat, so that he can gain it a little bit. Mr. Speaker, Sir, I thank him for coming and responding to this matter. Sen. Sifuna has asked a very important question. I used to sit in the Public Accounts Committee (PAC). This issue came up for discussion when the Auditor General had raised the concern that the Government may not have full control of ... view
  • 2 Oct 2024 in Senate: It is one question, but with different elements. view
  • 2 Oct 2024 in Senate: It has parts (a), (b) and (c). view
  • 2 Oct 2024 in Senate: Mr. Speaker, Sir, at least, this is a very important element of that question. view
  • 2 Oct 2024 in Senate: Tomorrow, or next Wednesday, I will restrict myself to just one area. I will organize my thoughts properly. So, allow me to just add this part (d) to complete it. view
  • 2 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. Now you have made me lose my thoughts. Let me try and see what I can remember. This system, was it developed on a BOT model, or was it developed to be leased entirely in perpetuity? It begs the question as to why the Government would then sit down and adjust the figure of the Kshs50. How much have we paid? Have we audited this Webmaster to know how much money they take on an annual basis? Thank you, Mr. Speaker, Sir. view
  • 2 Oct 2024 in Senate: Mr. Deputy Speaker, Sir, let me begin by thanking the distinguished Senator for Mandera County for being very diligent in ensuring that our counties get what is theirs. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate. view
  • 2 Oct 2024 in Senate: If I remember very well, this Senate passed the Division of Revenue Bill and the County Allocation of Revenue Act (CARA). Therefore, the only thing we are waiting for is for the President to assent to CARA. I held an earlier consultation with the Chairperson of the Standing Committee on Finance and Budget. The only point that I could see that we are differing is that we already have DoRA, which has already been assented to. So, the advisory given by the Attorney General is sound. However, I still feel like even that advisory came short of saying that the ... view
