  • 13 Jun 2019 in Senate: I support this Motion because it will not only show the people the importance of this House, but will also bring us closer to the people. The only way that we can know what ails this country or the challenges of devolution is by going closer to the people. What we learned in Uasin Gishu County last year had to do a lot with the issue of the struggle in the maize industry. You can tell that, that has changed this year and that Government policies are designed in a way that whatever is generated generally, can be mopped out ... view
  • 13 Jun 2019 in Senate: I support this Motion and because of time, I will limit my submission to that. I hope all Committees, at least those that I sit in - The Committee on Energy, Committee on County Public Accounts and Investments and the Senate Business Committee will have their sittings there so that we interact with the people. I congratulate my dear brother, Sen. Wambua for getting an opportunity to host us there. I hope he will show us the good, the bad and the ugly of Kitui County. view

  • 12 Jun 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I will be brief and to the point. I am a little bit perplexed on this issue of West Pokot County, reason being that when we want to Uasin Gishu County, this issue of the deputy governor was brought to our attention. I remember that we questioned the Governor in our Committee of County Public Accounts and Investments on whether the deputy governor had deserted his duties or absconded his duties. Mr. Deputy Speaker, Sir, it is important for us to note the difference between those two terms. The way I understood the petitioners, ... view
  • 12 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, I know that we are in a rush to vote, but this is a matter that this House must sit down and look at, so that if a deputy governor leaves--- We know there was that law which I think was sponsored by Sen. Wamatangi; the Assumption of the Office of the County Governors Bill. I am sure that we dealt with the issue of when the officer of the deputy governor becomes vacant--- view

  • 11 Jun 2019 in Senate: Mr. Deputy Speaker Sir, I rise to support this Bill by Sen. Kasanga. It is an amendment to the Mental Health Act. From the onset, I have to say that as a country, we have truly neglected people who are mentally unwell in this society. I say this being one of the victims in the sense that, when you have a person who suffers from mental health problems in your family, you also end up suffering from it by extension. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be ... view
  • 11 Jun 2019 in Senate: I am quite pleased with my sister for introducing an aspect where it will now become legal for this country to be able to find a way to incorporate these people who are challenged into our society. view
  • 11 Jun 2019 in Senate: When I was listening to Sen. Kihika, I remembered that 95 percent of all Kenyans who go to the United States of America (USA) work in the mental health sector. They feed their families through the proceeds that they get from working in mental health facilities. It begs the question as to why we should not be able to borrow that concept and ensure that we care about the well-being of our people. I think we can really learn a lot. I was having a conversation with Sen. Kasanga who is the sponsor of this Bill. One of the areas ... view
  • 11 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, it is quite sad that right now, when we have anybody suffering from any mental illness, he ends up going to Mathari National Teaching and Referral Hospital, Kenyatta National Referral Hospital or a few other institutions that offer mental care. When one goes there, they encounter a very strange environment. I remember when my dear brother was there, we had to find a way of taking him back home for him to improve because when he was there, he completely deteriorated. This is something that is quite personal. I know many people may shy away from ... view
