I am happy with the fact that when you look at the representation, for instance, the Senate did not agree with the Council of Governors (CoGs) appointing one person in the county governments to represent the county governments in the council. Madam Temporary Speaker, the issue of the Managed Equipment Services (MES) it is a total mess. If mediation will start by them telling us that we must bring this in, then they, first of all, must account to what happened to all the billions that were deducted from the county governments yet they did not know. Mr. Speaker, Sir, I take this opportunity to join my colleagues to welcome the students who were here. I encourage them to take this opportunity to plant trees because this is a rainy season. The rivers in Bomet County are drying up and I am sure my sister, the nominated Senator from Bomet, will talk to the students and encourage them to plant more trees, so that we conserve our environment. Madam Temporary Speaker, I beg to move that the Election Laws (Amendment) Bill (Senate Bills No. 33 of 2018) be now read a Second Time. The principal objective of this Bill is to amend the Elections Act and the Elections Offences Act with a view of enhancing transparency in the electoral system. The Election Act No. 24 of 2011was enacted to provide for the conduct of elections to the various political offices in the country and for the conduct of referendum. ‗Elections Offences Act is amended by inserting the following new paragraph immediately after paragraph q— (r) being a candidate refuses or fails to sign an election return form as required by law,‘ The penalties are already provided for in the Act. The fine should not exceed Kshs2 million or they can be imprisoned for not more than five years or both. about eight distinguished Senators who spoke to this issues – it gives me the opportunity to go and sit down with the other Senators and try to come up with all the amendments. I like the fact that everyone feels that it is an opportunity for us to amend the Elections Act and possibly come up with a situation where we separate the Elections Act from The Election Offences Act, so that we can have a proper discipline system. Mr. Temporary Speaker, Sir, because of time, I would like to also give an opportunity to Sen. (Dr.) Zani, whom I hope we can sit with and bring all the amendments together. During moving, I suggested that we invite most of the Senators to come during the Committee of the Whole, so that we can bring more amendments.
