  • 18 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir, once again for giving me an opportunity to comment on these issues that deal with the Maasai nation. On the issue of municipalities, there was a demonstration in Narok County two weeks ago. Today, as we stand here, the residents of Narok County have gone to court to try and seek redress because of the intention of the County Government of Narok to declare a municipality. These are issues that we must tackle in this House. Mr. Speaker, Sir, Sen. Orengo spoke about the Urban Areas and Cities Act. However, I am concerned about this ... view
  • 18 Jul 2018 in Senate: committee was set up to carry out public participation on this issue. For example, we know that based on the last census, Maralal had about 30,000 people. The Act is very clear that for a place to be conferred as a municipality, it is supposed to have a population of about 250,000 people. I concur with my colleague, Sen. Mutula Kilonzo Jnr., when he said that this is something that we must expedite and find a way to stop it. People in Narok are in court today because of the same problem. In Maralal or Samburu, they circumvented the rule ... view
  • 17 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I take this opportunity to welcome the young students, who are the future leaders. I challenge them to take an opportunity to see and observe what we are doing in this House. I also want to encourage them to aim higher. Mr. Speaker, Sir, as the Chairperson of the Committee on Education has said, we are currently experiencing a lot of challenges with the fear of the unknown. However, I would like to challenge these youth to think about education. Education becomes sweet when you are eager for knowledge and not for facts. Do not ... view
  • 17 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I start by thanking all the Senators who supported and made their contributions to this Bill. I am much honored that you took your time to read the Bill and understand the importance of our benefits. I start by thanking Sen. Mutula Kilonzo Jnr., for having taken time to second this Bill and try to remind us that today we are here, and tomorrow we could be on the other side. It is always important for you to look at life, as today you are winning and tomorrow you could lose. Your personal welfare is ... view
  • 12 Jul 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to support this Motion by Sen. Kasanga and Sen. Chebeni, which seeks for the establishment of mental health and psycho-social support centres at the county level. view
  • 12 Jul 2018 in Senate: Mr. Temporary Speaker, Sir, the WHO lists Kenya among the countries that do not have a separate budget for mental health. This is a serious problem because way back in 2016, the estimates were that about 11.5 million people were suffering from mental health illnesses. Some people do not understand this concept of mental health. I thank the Senator for Kisii County for demystifying the whole issue. Many people think that mental health is when you have gone completely cuckoo, and then the only place that you can be sent to is Mathari Mental Hospital. Mr. Temporary Speaker, Sir, it ... view
  • 11 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I also welcome the Members of County of Assembly (MCAs) of Busia and Trans Nzoia to the Senate. I encourage them to take their time to see what we are doing here by focusing on protecting and defending devolution. That is one key area which they should also defend. Mr. Speaker, Sir, we were discussing the Public Participation Bill yesterday, and I would like to encourage the MCAs to take the time to involve the citizens of their counties in the budget making process. It is important for the taxpayers to know what their taxes ... view

  • 11 Jul 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity. I would like to thank the Senator for Nairobi County for bringing this matter. Last year, when the Maasai were discriminated against by the Chinese in Narok, they did something that I would consider as fighting for their rights and a few of them ended up in hospital. What Sen. Sakaja has done now, is actually warning us that if we do not take The electronic version of the Senate Hansard Report is for information purposes only. • 11 Jul 2018 in Senate: Thank you Madam Temporary Speaker. The Chinese do not care about the environment when they extract resources for the construction of the SGR. Right now, the children who live in an orphanage that is next to Siyiapei River are taken to hospital frequently because of respiratory diseases. Therefore, we have to be careful. In fact, the floods washed away all their equipment into the Ewaso Nyiro River. This is a matter that must be dealt with the urgency that it deserves, so as to ensure that our Kenyans have jobs. Earlier on, the Statement that was brought by the Senator ... view
