14 Dec 2017 in Senate:
Mr. Deputy Speaker, Sir, he was born in Narok County and then he migrated. When you traverse the County of Narok, you will be shocked by the number of TSC teachers who are posted in that county. In Segemian, where the distinguished Senator of Bomet County comes from, there are literally zero teachers from the TSC. You will find that most of the teachers there are hired and paid for by the parents and most of them make less than Kshs4,000 a month. So, this audit is important because this is when we are going to realise which parts of ...

13 Dec 2017 in Senate:
Thank you, Mr. Speaker, Sir, for giving me this opportunity to comment on this delay of Statements. I am not sure if Sen. Kihika has requested to defer Statements up to (n). I was earlier informed that one of my statements was ready. When I look at these statements from (e) to (n), it means that she would not read all the other statements. Secondly, I would like to insist that prior to issuing a Statement, we should be given advance copies so that at least we interrogate the answers because we know as soon as the Statement has been ...

30 Nov 2017 in Senate:
Mr. Speaker, Sir, I would like to thank the Senate Majority Leader for coming up with this answer. Unfortunately, it is not satisfactory. I would like to request him to go back and get a more satisfactory answer because not all of my questions were answered. Part 7 of my request has not been answered. Likewise, the question on who authorised the police to enter the university premises has not been answered. He has not also answered the question on the number of students who died or were injured during the said raid. This issue has been changed from the ...

30 Nov 2017 in Senate:
Thank you, Mr. Speaker, Sir, for giving me this opportunity. I do not wish to belabour this matter, but I rise to pursuant to Standing Order 46 (2) (a) to make a Statement on the issue of Police brutality perpetrated by the Police Service. Mr. Speaker, Sir, the damage that the police brutality has caused during this electioneering period alone is unacceptable. It only validates the agency’s long image as a service packed with rogue officers and in dire need of reforms. This House should take judicial notice of the facts before the public, both through the print and electronic ...

30 Nov 2017 in Senate:
On a point of order, Mr. Speaker, Sir. I am shocked by the words of the Senate Majority Leader. I want to promise this House that I will have that video transcribed, translated, and brought into this House. Secondly, it is important for us to realise that when the police force which is supposed to be protecting individuals are denying all these things, it really leaves us wondering where we are heading in this country. So, this is something which is very important. This House should really remain as a House of union that unites the country and fights for ...

30 Nov 2017 in Senate:
Thank you, Mr. Speaker, Sir. The Senate Majority Leader, I know you like to be heard talking, but it is important for you to allow other Senators to finalise. Facts are very stubborn. We can substantiate.

29 Nov 2017 in Senate:
Mr. Speaker, Sir, I rise to comment on this petition. I am not going to oppose it for various reasons which I want everyone to listen to. I think that we are in a democratic country. As the Senate of a young democracy, we should allow different views. I lived in the United States of America (USA) for many years. In many states in the USA, Cannabis Sativa is allowed to be grown for medicinal purposes. When I was in the USA, I was told that the plant has two chemicals; one which impacts the way the brain works called ...

9 Nov 2017 in Senate:
Mr. Deputy Speaker, Sir, yesterday, I had a chance to look at some of the audit reports which were tabled in this House and I was perturbed. If you look at certain revenues in Narok County, there was no additional documentation given to the Auditor General and I know we are going to discuss that later. However, I am concerned that we want the money to go to the counties, but the suppliers are yet to be paid, the Auditor General has not been supplied with proper documents and the Public Finance Managed Act, Section 116(7) is still being violated. ...

8 Nov 2017 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I have nothing to say. The Senate Majority Leader should make sure that it is here on time. We have been waiting for this Statement for quite some time now.

8 Nov 2017 in Senate:
Mr. Deputy Speaker, Sir, we have been waiting for this Statement for quite some time. The Senate Majority Leader should push for it. If he can give us an indication on when this Statement would be ready, that would help us.
