a reservoir created for those people to be able to get water for their animals and own consumption. Madam Temporary Speaker, if you go to Narok South in Narosora, you will be shocked. There is no road. There is a place in Narok South, up in Loita called Limpumputia where there is no road. The framers of the Constitution saw it fit to ensure that those people who are in the border of Kenya and Tanzania with no road can be given some money. Not to be equal with people from other counties like Kiambu as an example. I love ...

18 Oct 2023 in Senate:
Madam Temporary Speaker, I want more money to go to Kiambu and every part of the country, but is it not ironical that the distinguished Senator from Kiambu would sit here and tell us that we want more money yet he was the first one to oppose the Division of Revenue Bill to send more money to Kiambu. Come on! You cannot bake your cake and eat it. You need to be able to look at the whole thing. Right now, we are saying he opposed more money to go to Kiambu. He voted against the Division of Revenue Bill ...

18 Oct 2023 in Senate:
Madam Temporary Speaker, I begin by supporting this Bill because when I was trying to make my case, I was interrupted severally. It is about time that I see the people of Mosiro and Loita getting water. I am happy and I will take what I am given. Every time I am given a shilling to go to Narok County, I will take it there. Today, I echo the words of the Vice-Chairperson of the Committee on Finance and Budget Committee, Sen. Tabitha Mutinda. She said, “Distinguished Senators, make sure that you follow this money.” Other Senators who spoke also ...

18 Oct 2023 in Senate:
Those projects were initiated almost 10 years. They are white elephant projects because the contractors were never paid. There are hospitals and roads in Kilgoris. Those roads have to be done again. We just have to be diligent and ensure fiduciary responsibility. Madam Temporary Speaker, in this case I plead and echo the words of my sister, Sen. Tabitha Mutinda that for once, Senators and both County Public Investments Committee (CPIC) and County Public Accounts Committee (CPAC) should ensure that this money is actually accounted for. To the Office of the Auditor-General (OAG), for once, please do something that will ...

12 Oct 2023 in Senate:
Thank you, Mr. Speaker, Sir. I rise to support the Motion that the Senate adopt the Report on the Mediation Committee on the Public Finance Management Bill (Amendment No.16 of 2023.) Mr. Speaker, Sir, whenever there is dialogue, we make progress. I think it is about time that we all appreciate that when the framers of the Constitution were drafting the Constitution, what they had in mind was to have a Parliament made up of two Houses.

12 Oct 2023 in Senate:
Mr. Speaker, Sir, let me thank you for your protection. If my thoughts would be kind to me, what I was prosecuting here is the importance of the National Assembly accepting the role of the Senate. It is imperative that the definition of Parliament be entrenched in every member of this country because outside there when people talk about Parliament, they are referring to the National Assembly. However, Parliament is made up of the two Houses. The issue of national debt is a matter that affects counties. It does not matter how you look at it. The issue of exceptional ...

12 Oct 2023 in Senate:
We have managed to break grounds where we have seen hurdles in the past. It is imperative that all Members must appreciate the role of the Senate. This is a first step for us to appreciate that Senators here represent 6, 7, 8 or 13 constituencies when it comes to Nairobi City County. Sen. Sifuna here must understand how much debt this country has. This amendment is extremely important.
