It is well thought out, but I think we have got the powers in this House. Article 125 of the Constitution and our Parliamentary Powers and Privileges Act, Section 18 and 19 gives us that power. We have fined this governor Kshs1 million, I think twice now and we want to know whether he has paid that to the Clerk of the House. The counsel for the Assembly has presented facts that this matter had already been determined by a court. Secondly, on that issue, is the finding on the matter to deal with the Judicial Service Commission (JSC), where the court according to the facts presented by the Assembly, stated that you round off to the nearest whole number. What would be the nearest whole number in a matter which is 31.3? Is it 31 or is it 32? Thank you. view

Kibwana's Statement on the rise of entertainment joints and nightclubs in residential areas within Nairobi City County. This is a menace. We should support the Governor of Nairobi City County in trying to control it. This Statement has been brought to the National Security, Defence and Foreign Relations Committee.
