  • 17 Apr 2012 in National Assembly: Mr. Speaker, Sir, as you will realize, under the Kenya Municipal Reform Programme, Nakuru has been put as a priority. That is why this agreement is not only for doing the design, but also reclaiming the land. About 17 million Pounds has been put in place. I can assure you in all aspects that, that is taking place. In terms of timing, we are now finalizing on the designs stage and construction should commence once the tender documents are opened. view
  • 7 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) It is true that my Ministry did a study on Vihiga Water and Sewerage Scheme in 1992 and 1993. Considering that this study was conducted 19 years ago and the report was not implemented due to various constraints including lack of financial resources and the long period that has lapsed, the study needs to be reviewed and updated in order to put into consideration the current needs and future development of the town. (b) The Office of the Deputy Prime Minister and Ministry of Local Government no longer undertakes the water ... view
  • 7 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I do not have the figures of the amount that was used to conduct the study in 1992 and 1993 but I am sure that I can provide them to the hon. Member of Parliament even outside this forum. Secondly, Amatsi Water Company that has been mandated to carry out this will use an updated version of the report. So, the first thing they will do is to carry out the survey. view
  • 7 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, there are various water companies that have come about because of the Water Act. These are autonomous organizations that have their own way of funding which is empowered by the Water Act of 2003. So, there are quite a number of organizations which are under the Ministry of Water and Irrigation that enable them to get funds to carry out the survey. view
  • 7 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, that being a substantially different issue, I probably would have to do research on it and then bring an update. However, I think it is substantially the responsibility of the Ministry of Water and Irrigation to do that. view
  • 21 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for the opportunity to contribute to this very important Bill that is the core of what we call; the devolved government. First and foremost, let me give my gratitude to my own Minister who timely set up a task force that worked through the Bill and eventually I know there have been quite a lot of communications between the Committee and task force and as such, it has come out to be a pretty refined Bill. We have listened to what the Members have contributed and I am sure it will only add ... view
  • 21 Feb 2012 in National Assembly: Mr. Speaker, Sir, I would like to ask the indulgence of the House. I had discussed with the hon. Member; that the Question I have and the answer I provided, particularly the wording of the Question in part “b”, is absolutely inconsistent with what the Question is on the Order Paper. As such, I would want to be given two weeks to come with an answer that is in congruence to the Question that has been asked. view
  • 21 Feb 2012 in National Assembly: That is in order, Mr. Speaker, Sir. view
  • 20 Dec 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I would like to seek your indulgence. I do not have a written answer, but we did visit Twiga Farm and gave certain instruction. If you allow me, I would like to give an oral reply. view
