First, we have ensured that none of the councils will receive the Local Authorities Transfer Fund (LATF) until they have paid all their debts. It is after that that they will become viable councils that have the financial capacity to render services. I think it is an ongoing process. There are other places, but I will not be very specific. However, Nakuru is extremely large and I am sure that within the various local centres there are other fees that are charged. For example, if you went to Subukia, Molo, Rongai and other places, you will find that there are charges that are being levied according to the council. view
