  • 19 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is not only happening in Nairobi, but across the country; we are encouraging all educational institutions to acquire titles, so that they can further develop as we proceed to county governments. Even though there is an embargo on all private lease transfers, we are still processing and liaising with the Ministry of Lands and as soon we get any minutes from any of the councils, we will give titles to those institutions. view

They will reflect as zero. As to whether this is zero hectares, we will provide sufficient points so that the Member can be assured that that land exists. view

Some of these properties are marked on the list as un-surveyed. This basically means that we do not have the full accurate data on what their sizes are. The list has all the Council properties. If there are concerns with any of the properties, I am wondering whether they should be brought to us or to the substantive Committee, so that it can deal with the issues that arise substantively. view

Member for Gichugu tabled a title deed to show that this particular plot must have been fraudulently obtained. I do undertake to follow up the matter with the Minister for Lands, who is in the House right now and ensure that the title deed is revoked. view

I wish to state that what the Municipal Council has is a rapid intervention vehicle KAB 361Q, which is, however, being boarded due to high maintenance costs. The town currently relies on Masaku County Council, which has one fire engine namely GK 367U provided by the Ministry of Nairobi Metropolitan Development. I do give a commitment that under the particular municipal reform programme, Machakos is in the priority list, as are a number of major former provincial headquarters, municipalities and cities. As such, he can be assured that there is going to be a fire engine for his municipality. view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, I cannot on, the onset, confirm that Muranga is among the ones that will receive. That is because we have 175 local authorities. But I am certain that, under the Kenya Municipal Reform Programe, Muranga Municipality is not one of those that are receiving funding. However, we do have another initiative on disaster recovery which is being finalized through a public-private-partnership and I am certain that Muraga Municipality will come under that. view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, that is a consideration that can be put in place to ensure that, at least, there is some form of back up where there are no fire engines. However, over and above that, we have a full disaster recovery programme which will transcend from this particular Ministry to the county governments as we move forward. view
