  • 15 Mar 2016 in National Assembly: That sounds better than the previous one. However, I plead with the Committee Chair to change the word “traditional” with “indigenous” so that it reads “Protection of Indigenous Knowledge and the Diversity of Cultural Expressions.” view
  • 15 Mar 2016 in National Assembly: Okay, I withdraw those ones. view

  • 8 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I have had opportunity to work with KNEC, and as a teacher, I have also participated in examinations at different times. You will find from the results that were released this time round that the distribution curve is not normal. So, our committee and KNEC should not have allowed the results to come out the way they came out. You will be surprised to find that there is a school which registered 250 candidates and 200 candidates got “A” (Plain) and none got Mean Grade “D”, “C” or “B” (Minus). This is not a normal distribution ... view
  • 3 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I have looked at this document and considered the Motion with a lot of interest. The greatest concern here is the way we close our eyes to stalled projects. We have very many stalled projects everywhere. Almost every Ministry and department is hosting stalled projects. If these stalled projects were completed, they would help to change the poverty situation in the country. It would save us a lot of resources. If we continue to initiate projects and abandon them, we will continue to experience a lot of wastage. We will require more and more resources to ... view
  • 3 Mar 2016 in National Assembly: In this BPS, we need to firm up the need for a comprehensive detailing and mapping out of stalled projects, so that we can prioritise and have them completed, so that we can benefit from them. One of the areas of concern is empowerment of the youth and our children in The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 3 Mar 2016 in National Assembly: schools. The Constitution of Kenya talks of free and compulsory education. In this BPS, I do not see any strategic approach towards achieving the objective of giving free and compulsory education. No resources have been allocated for educational infrastructure. How can we realise this free and compulsory education if we are not allocating sufficient funds for recruitment and promotion of teachers? When there is lack of teachers in schools, the option is for parents to employ teachers, who are usually not qualified. They will be idlers who are ready for temporary employment. They are not committed and that is a ... view
  • 3 Mar 2016 in National Assembly: Olympics. We should be proactive in foreseeing the resources that we need in such areas. We cannot have a Statement which says that we will cross that bridge when we get there. We already know that we are going to have the Olympics and we should plan for it. With those few remarks, I support the Budget Policy Statement. view
