Thank you, Hon. Temporary Deputy Chairman. The problem we have here is that we are trying to legislate everything. On some issues, especially on this issue of falsehood, scandal and other things, the Constitution is so clear and has a treatment already for it. When we try to put everything in every legislation we start contradicting ourselves. I want to support deletion and leave the issue of falsehood and scandal to be dealt with by the Constitution as it has provided and because the courts are available to deal with these issues. No, Hon. Temporary Deputy Chairman. The spirit of this amendment is taking services closer to the people. I would like to support the Senate Amendment on the understanding that these offices are established progressively. When we talk of managing drought, we need to manage drought even where there is no drought. It does not mean semi-arid areas are the only ones which experience drought. My problem would be replacing “youth” with the word “job seeker” because we could be having job seekers who are actually in employment but looking for jobs all the same. Someone may be in employment but still looking for further employment. So, are we going to leave it generalised like that?

Hon. Temporary Deputy Speaker, it is very interesting to see this convention. I want to thank the Committee for the Report they have given us on this convention. I support it. However, the challenge that we have is on implementation, particularly on domestication of such a convention. We have many conventions that we have signed, acceded, ratified, but implementing them remains a challenge. As Kenyan leaders, we should be sensitive to the fact that the changing status of Kenya Airways, the Pride of Africa, will adversely affect the programmes that are going on.
