  • 17 Nov 2015 in National Assembly: The Bill will give us opportunity to embrace efficiency and effectiveness. The process of tax collection, remittance and registration into the tax systems is very important for all the players. Efficiency will enable many people to participate in tax registration and remittance. But there are laborious stages that people have to go through to register as tax payers and make claims when they need to do it and obtain registration. So, we should support this harmonised approach and give it a creative approach where everyone is happy to participate in the process .One way of attaining this efficiency is sensitising ... view

  • 21 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The problem we have here is that we are trying to legislate everything. On some issues, especially on this issue of falsehood, scandal and other things, the Constitution is so clear and has a treatment already for it. When we try to put everything in every legislation we start contradicting ourselves. I want to support deletion and leave the issue of falsehood and scandal to be dealt with by the Constitution as it has provided and because the courts are available to deal with these issues. Thank you. view
  • 21 Oct 2015 in National Assembly: No, Hon. Temporary Deputy Chairman. The spirit of this amendment is taking services closer to the people. I would like to support the Senate Amendment on the understanding that these offices are established progressively. When we talk of managing drought, we need to manage drought even where there is no drought. It does not mean semi-arid areas are the only ones which experience drought. So, I support the Senate Amendment on that understanding. Let us give opportunity to all counties to have initiatives and interventions that would prevent drought even where we do not have experiences of drought at the ... view
  • 7 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. My problem would be replacing “youth” with the word “job seeker” because we could be having job seekers who are actually in employment but looking for jobs all the same. Someone may be in employment but still looking for further employment. So, are we going to leave it generalised like that? view

  • 19 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, this amendment is not about the case of Sungu. The case of Sungu was given just as an example. Is the Member in order to reduce this amendment Bill to a special issue which was just given as an example? view
  • 6 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, it is very interesting to see this convention. I want to thank the Committee for the Report they have given us on this convention. I support it. However, the challenge that we have is on implementation, particularly on domestication of such a convention. We have many conventions that we have signed, acceded, ratified, but implementing them remains a challenge. In our situation, if we do not ratify and effectively implement this convention, others will do and we will have challenges of cooperating with them. It is, therefore, important that the Committee goes further to deliberate on ... view
  • 6 Aug 2015 in National Assembly: speak now, many Kenyan youths are training in South Africa in a programme that is being organized by Kenya Airways. As Kenyan leaders, we should be sensitive to the fact that the changing status of Kenya Airways, the Pride of Africa, will adversely affect the programmes that are going on. The Committee needs to advise us and be sensitive to the impact of the failing Kenya Airways. The Government at large should be seized of this matter and see the reasons why, as we ratify this, we should not let the Pride of Africa fail. It is important that we ... view
