I would also like to underline the importance of keeping students in schools. Many head teachers and school authorities have the tendencies to suspend their students when they are not able to pay their school levies. This is a primitive behavior and we should be anxious to keep children in school so that they do well in exams and we will have high standards.

Thank you, hon. Deputy Speaker for giving me the opportunity to support this Bill. I wish to support this Bill because it blends very well with the Bill of Rights which is provided for in the Constitution. Our citizens have to enjoy the Bill of Rights as provided for in the Constitution. The opportunities like those provided by this Bill will make it easy for them to access these rights. There is the issue of notices. We have had experience of demolitions of people’s properties. When you move around you see red marks put on investments that people have made over a long time and spent a lot of money on. These constructions are demolished without any notice being given to the citizens. This Bill is going to give leverage to members of the public who will have redress in case their properties are destroyed through ad hoc decisions that are negotiated by the so called private developers. People are in acting positions for a very long time and we have instances. I could give some specific instances where an acting officer is also appointed into another acting position. So, he is acting, acting so and so. We need to get rid of this if we want to enjoy smooth governance in our country. There is the issue of awareness-raising. We are the peoples‘ representatives. Some of these conventions that we are hurriedly bringing to the House have been with us for more than 30 years. What is the hurry for? If we have waited for 30 years, why can we not wait for another one week? If what is at stake is what we have been told by the Chairman, my friend, my former Minister, hon. Kamanda, then I will say we will be out of order to hurry the passage of each of these conventions. Let him single out the individual convention that will affect that particular election ...
