The Kakamega Airstrip is in Shinyalu Constituency. The neighbourhood of Kakamega Airstrip gave out their land for the expansion of that airstrip in 2010. Some of them have not settled. There are others who cannot carry out any development because they foresee the expansion that was announced to them. They cannot carry out any infrastructural development that is sustainable.   • 9 Aug 2016 in National Assembly: Thank you, Hon. Speaker. At the outset, I would like to support the mediated version of the Water Bill. Through the mediation, we have been able to safeguard major reforms undertaken in the water sector during the 2003 reforms. The mediated version also enhances public participation which is an important safeguard. Partnership and the process of managing water resources is very critical especially through the devolved system because in the devolved arrangement of Government, we have water resources shared between counties. It is encouraging to know that the Mediation Committee was able to reduce the level of disagreement between the Senate and the National Assembly. I would like to underline the fact that the contentious issue, which amongst many was public participation, has been handled amicably. Hon. We need to address these issues. The reason this instrument became a constitutional concern is because of the people who were waiting for this Constitution. I never had opportunity to talk about the people of Shinyalu Constituency. Nevertheless, I have covered my part only that it was to commend the Mediation Committee for what they have come up with. From the outset, I support this Bill because it gives opportunity for a systematic approach to the implementation of Chapter Six on integrity and eventually provision of rights to Kenyans, especially by allowing public participation. We have some communities that have not gained access to services. Others have been denied because they are potentially a challenge to the re- election of the governor or some county executive committee member in the county government.   • 27 Jul 2016 in National Assembly: I would like to support this Bill so that we can provide procedures, regulations and controls on appointments of those personalities. The people involved in the vetting especially at the county assemblies, we have witnessed compromises that have been entered through the governor providing external or international travels to MCAs. We need people of credibility to take up the role of vetting people who provide services at county governments.   • 27 Jul 2016 in National Assembly: On the whole principle of public participation, we should have evidence that it has taken place on a fair and equal basis for everyone. We should not have public participation that is not public. Public participation should be open to all the people concerned. People should participate in an equal manner. The principle of equity should also be played here because when you place a public inquiry on an extreme end of a county, then people living on the other extreme end cannot access that forum where they can participate in this public endeavour.
