  • 8 Jun 2016 in National Assembly: Thank you very much, brother Wamalwa, for the donation of a minute. Speaking as a teacher, I can confidently say that evaluation is the greatest function in the entire education process. It is important for it to be analysed and to be spread out so that we can have a clear normal curve distribution. In this case, we can always be able to pick the best practices for us to share. Indeed, life is a shared opportunity. I have an issue with this categorisation of institutions. As we categorise, there should be a moment when we rank everyone. You will ... view
  • 7 Jun 2016 in National Assembly: Hon. Temporary Deputy Chairman, the appointment of those officials will be tricky. Whereas I agree with the Chairlady, it would be useful to be specific that it should be from one of the counties benefiting from the services of that Committee. I want to remove the word “respective” but retain the concept of having them--- view

  • 5 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the sentiments that have been raised here on the amendments by the Senate. Underlining the fact that water is life, the management of it should indulge all citizens in an affordable way. Access to water is very crucial and that is why we had the water reforms that were very ably coordinated by the former Minister for Water, Hon. Martha Karua. It will not be wise for us to get away from the structures established through those reforms because the established institutions were strategic to indulge everyone and to create a sense ... view

  • 5 May 2016 in National Assembly: Thank you. That was a very good interlude from the Hon. Member for Mukurweini. I do not want to speculate where he is coming from. I think the good spirits around him--- view
  • 5 May 2016 in National Assembly: I want to emphasize - and indeed the Hon. Member for Mukurweini will support this because he has been in the water sector for a long time. He is one of the people who introduced water reforms. They created some of the institutions. During his term, a lot of good work was undertaken in the management of water supply. But now, this seems to be going back to the dogs because of the county government’s intervention. We need to control this. We need to ask the ministry responsible for water to strengthen the institutions that have been established because we ... view
  • 5 May 2016 in National Assembly: There is also the aspect of giving very many functions to county governments. Indeed, county governments are overwhelmed. Let us not be anxious to give all functions to county governments or even allow them to have them when they ask for them. The reasons for which they ask for these functions is not always above board and sincere. They need to be helped so that they can build capacity and have the right focus in terms of policy and management of these resources. view
  • 5 May 2016 in National Assembly: Water as a shared resource should remain that way on a universal basis. On that account I would like to support the idea of revisiting the agreements that we have between nations on sharing of water resources. view
  • 5 May 2016 in National Assembly: With those few remarks I support the amendments by the Senate. view
