I wonder why, in this particular case, he did not consult and left it to the President to take action. view

The Minister seems not to be very sure because he contradicted himself when he told Prof. Kaloki that they will be considered. I would like the Minister to confirm whether that programme is still on because I remember towards the end of last year, they were saying they would supply 5,000 farmers with free seeds and fertilizers.
