I also wish to pass my condolences, on my own behalf and that of the people of Kandara, for the loss of the councilor from hon. Imanyara’s area. It is so shameful that we put dispensaries funded by the CDF only to find that they have no drugs. I do not know why the people who are supposed to do this job do it in secrecy. Mr. Deputy Speaker, Sir, Kenyans continue to suffer and die as a result of the strike by nurses and doctors. Before these things happen, I believe that these good workers give notices to the Government. Why are these issues not addressed early enough, so that we avert these crises? These things have been happening year in, year out. Most times they happen shortly before the elections. Why do they happen?

Madam Temporary Deputy Speaker, what has the Ministry done to ensure that they do not leave the maintenance of these roads only to cess money? What have they done to make sure they allocate money from the Ministry of Roads since some of these centres are inaccessible because of the condition of the roads?

Mr. Speaker, Sir, I would like the Assistant Minister to tell us how long it takes for the actual construction to be undertaken after a feasibility study has been done. We know of cases where feasibility studies have been done for quite a lot of roads, but the actual construction takes ages to commence.

Mr. Speaker, Sir, I would like to thank the Assistant Minister for the answer he has given. However, the answer is not complete because the story we know is that the gentleman was on transfer from Kericho to Eldoret that night. On arrival at Eldoret they were stopped by the police at night. The police hit that gentleman on the head. Therefore, the allegation that he fell while running away is not true. The police were armed and if he was running away, he would have been shot. On a point of order Mr. Speaker, Sir. Is the Assistant Minister in order not to answer my question? I have just mentioned here that normally, police on patrol are armed. If they arrest a suspect and he tries to escape, he or she is automatically shot. Why did they not shoot him if he was running away?
