  • 28 Jul 2016 in National Assembly: Thank you. Hon. Temporary Deputy Speaker, that is why they say this is a good Chairman. That is why he is also doing a good job. Congratulations for that. I concur with you. I was talking about security. view
  • 28 Jul 2016 in National Assembly: Thank you. That will be enough time for me to bring out my points. Another point which is critical for us is about recruitment of our soldiers. They have done very well. They have mentioned they want to go to counties but it is good they carry an amendment to serve counties. When they recruit, there is need to not only have a fixed number. They can say we are going to every sub-county or county to employ five persons irrespective of the population of that area. Therefore, you find the formula very unfair. We need the armed forces to ... view
  • 5 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I wish to contribute to the Motion. This Motion is also being discussed at the Senate. If we start carrying out amendments now, we will remove the trust level which has been created. I request the Leader of the Majority Party that this The electronic version of the Official Hansard Report is for information purposesonly. • 5 Jul 2016 in National Assembly: issue has been like this all the time. It was discussed and brought to the House for debate. The challenge is that if we start amending it now and the Senate is discussing it, we will reach a point where we are not communicating to each other. So, let us pass the Motion as it is. We have formed a Committee which will discuss it. These issues which are likely to bring conflict early enough will be resolved by the Committee. If we start amending it here as Members of National Assembly, the Senate will also start amending it. What ... view
  • 29 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance to contribute to this Motion. First and foremost, I register my disappointment with the Budget and Appropriations Committee for approving this. The reasons given for the Supplementary Estimates are the national debt and paying pensioners. That is not an excuse for anybody to come to this House and ask for increased budgetary allocation. This money was budgeted for. It is not reason enough for me to support it. Another point is on total deductions on external funding. Total reduction on foreign aid stands at Kshs51 billion. If you compare ... view
  • 29 Jun 2016 in National Assembly: I come from a place which has Internally Displaced Persons (IDPs). I am told that there will be money in the next Budget. We do not know whether this money was properly used. How do we, as the National Assembly, agree to pass expenditure where people have used the money? We do not know whether the due process on procurement was followed. We also do not know how the money was utilised but we are being told, as the National Assembly, that we have come to the end of the year and so we need to pass the Supplementary Budget. ... view
  • 4 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wanted to share with the Hon. Member the fact that we are already paying this tax. We have been paying it for a long time and they only want to legalise it. Kenyans are already suffering on this taxation. view
  • 4 May 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me a chance. First and foremost, I support this Bill even though it needs a serious amendment so that we can achieve two agenda. The first agenda we have as a nation is to grow our industries. If we have to grow our industries, there is no way we can impose export levies at the same rate with somebody who is exporting raw skin. We need to amend this. If we do not amend it, local industries will not develop and investors will not come to the country. If somebody is going ... view
  • 12 Apr 2016 in National Assembly: Thank you, Hon. Speaker. This is a serious matter. As a nation, we should not take it lightly. There are two culprits. The CBK needs to come and tell us what happened. We are in an Information Technology (IT) world. The CBK is connected or linked to all financial institutions in this country. The biggest question one would ask is how come the CBK never noted that problem? view
  • 12 Apr 2016 in National Assembly: Another issue is the auditors who are very expensive and qualified. They are the people who are messing this country. They audit books, “cook” figures, publish them and embrace us. They dupe us to bank with them. We are using very nice words like “inside borrowing”. There is nothing like inside borrowing. That is outright theft. People have taken depositors’ money. Those The electronic version of the Official Hansard Report is for information purposesonly.
