  • 1 Apr 2015 in National Assembly: I want to say one point about security. I wish the President could have addressed the issue of insecurity. More importantly, this House passed in a hurry the Security Laws (Amendment) Act. There was urgency to pass the budget for security. The contract was given to Safaricom to install a communication and surveillance system that is linked to police stations to help combat crime. We should have been told the progress made so far. Finally, I want to thank the President. I come from South Mugirango. There is a tarmac road going to my constituency against the wish of some ... view

  • 31 Mar 2015 in National Assembly: Thank you, hon. Speaker. I require your indulgence. I have gone through this document. I expected the annexure that was forwarded to Parliament to have been signed by the person who forwarded it. I am probably missing the page on which the person who forwarded the document to the House signed. Nobody has signed this document to show where it has come from. Hon. Speaker, I need your indulgence so that we know exactly who its source is. Definitely, the person who authored it is not the President. It was forwarded to us to discuss. I agree with what the ... view
  • 5 Mar 2015 in National Assembly: Thank you, hon. Deputy Speaker for giving me a chance to also contribute. I want to thank the Senate. If you look at the amendments that they have brought, they are minimal. I urge Members that we accept these amendments as we move on. If we bring anything that will require amendments then it will mean that we form a joint Committee to resolve the issues. However, in the spirit of being the Parliament of this country, let us accept these amendments. We may discuss about the names and the definitions, but what is important is the sincerity of implementing ... view
  • 5 Mar 2015 in National Assembly: Those are my final comments, hon. Deputy Speaker. Thank you. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 3 Mar 2015 in National Assembly: Thank you, hon. Speaker for giving me this chance to support this Report. I am a Member of this Committee. We took a lot of time when we were preparing this Report. Accounting Officers appeared before us. We interrogated them. They also explained to us how they have used the money. What I want to bring out is that this Committee is one of the Committees, since Independence, which has managed to do three financial reports in one year. That is what we have done as a Committee. There has been a lot of talk about this Committee, but as ... view
  • 3 Mar 2015 in National Assembly: If a Member is debating another Member, he must give evidence to support the allegations. If evidence is not given, then that Member should withdraw the allegations. This has not happened. This House is debating lies that this Committee has been compromised and given money. This Committee sat and made history by bringing these Reports. view
  • 3 Mar 2015 in National Assembly: I am guided on that, hon. Speaker. You should look at the various Ministries, how they have used money and managed imprest. We interrogated them and found Ministries which could not account for the money that the officers have taken. The Report is there. We have come up with a summary of how the Government needs to manage imprest in the various Ministries. You need to note that a staggering Kshs633,178,658 could not be accounted for. This is money which people took, did not surrender and gave no documents. As a Committee, we have come up with what needs to ... view
  • 3 Mar 2015 in National Assembly: report, we did not know who owned this property. We visited those houses. You could not demarcate exactly and indicate the Houses that the Government of Kenya bought and the houses that are occupied by individuals. This Committee did the best it could. We went through that. There is a report showing very clearly, that procurement procedures, prequalification and tendering processes were not followed. It is not only in the Office of the President, but it also happens in other Ministries. We brought out this very clearly in the Report. I want to urge my fellow Members of the National Assembly, ... view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I support what we are discussing today, but there is one point that I want to bring to the attention of the Members. We oversee the national Government and not the county governments. Why did the judges not rule that this money should go to the national Government and not to the county governments? We are not MCAs. This kitty is donated by the national Government and if there are irregularities, the money should go back to the national Government. That should be the ruling if, indeed, they were looking at the facts in ... view
