  • 23 Mar 2017 in National Assembly: Hon. Temporary Deputy Speaker, you are taking my time as you speak. We should not use theft as a reason to deny revenue to the county government. There is theft in the national Government and everywhere. The question is, is what the Senate asking to do constitutional? It is not constitutional because it is the National Assembly which is given the mandate. It is our job and not the Senate’s job. With those few remarks, I support the Committee. The Committee should not involve the Senate. They are not allowed to do so anywhere in the Constitution. view

This innuendo from the Leader of the Majority Party implying that the CJ should control what happens when judges make a decision is not good. I find his comments to be unfair. I believe when making your ruling you will be guided by it. If an issue is raised against the Auditor-General he will have to answer to it. If he has gone to court and a ruling has been given, through this Constitution we are supposed to accept it. I am not defending the CJ because he is a Kisii. All I am saying is that you cannot blame the CJ for a decision made by other High Court judges. Member in order to say that Kenya Airways has been looted, Mumias Sugar Company has been looted and all parastatals have been looted and that is why we are doing the amendment? Is he in order? Where is evidence? Can he provide evidence? From his statement, he is trying to imply these amendments are coming because parastatals have been looted. Is he in order? view
