  • 12 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am against that Report. It is my right to express what I think is correct. view
  • 12 Apr 2011 in National Assembly: I am telling the House that we are in free economy. We have the Public Procurement Act which should be followed to the letter. It is very clear. It gives rules on how procurement should be done. If this was done on national strategic reasons, I fully support. If they were to import and put it in strategic storage for them to serve the nation in time of crisis, I fully support. However, there is no crisis. Why should individuals be given a preference to import fuel? We all know that NOCK has not demonstrated that it is able to ... view
  • 12 Apr 2011 in National Assembly: We need a nation which can survive on its own. We want to see a situation when the price goes beyond more US$100 per a barrel, we, as nation, are able to get it. That is the kind of nation we want. Today, when the prices increase, NOCK does not cause price stability. That is the purpose of NOCK. When oil marketers increase their price, everybody, including NOCK, increase their pump prices. What is the advantage of giving this company a privilege? It is given protection in the market - At any rate, we need to promote efficiency and business ... view
  • 7 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me a chance to contribute to this very important Motion. view
  • 7 Apr 2011 in National Assembly: Let us give credit where it is due. If all the Ministers could work like the Minister for Justice, National Cohesion and Constitutional Affairs, this country would move forward. If Ministers would take their jobs seriously and with concern as the Minister for Justice, National Cohesion and Constitutional Affairs has done, the new Constitution could have been implemented. We could pass the necessary Bills and go for elections in August. Personally, I am prepared for elections in August, because that is what the Constitution states. It is very plain and does not need interpretation. view
  • 7 Apr 2011 in National Assembly: I urge hon. Members to live the spirit of the new Constitution which we overwhelmingly passed here in Parliament after wananchi voted for. Let us not create breaks and barriers for this new Constitution so that we buy time to do other political fights. This nation is more important than any one of us. On the Ocampo Six, their protector is God, and not any other person. Their protector is the new Constitution of Kenya. That Constitution of Kenya incorporated The Hague. It is this nation which passed it. It is part of this Constitution. What I can say is ... view
  • 7 Apr 2011 in National Assembly: We, as politicians, should not behave like we do not have a new Constitution. We have a new Constitution. We should not behave like we are living in the old Constitution. We have a new Constitution which talks about devolution. I do not know what the Deputy Prime Minister and Minister for Local Government is doing. We need a structure. I do not know whether he is the one who is responsible for that. We need a structure for public finance showing how funds will be given. We should also create institutions responsible for making this Constitution work. They should ... view
  • 7 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, I support this Motion. Thank you. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker Sir, the Minister has given a very elaborate answer. He has said that we will wait for the paper to be prepared. Is he saying that if investors want to invest now, they will not be allowed to start? Secondly, the forum was held in 2008 and we are now in 2011. I happen to come from where the soapstone is mined and our people are being exploited. The soapstone is transported in big lorries to Uganda and Mombasa and yet the community or people around do not benefit from these economic activities. As you may ... view
  • 29 Mar 2011 in National Assembly: Thank you Mr. Speaker, Sir. I find it an issue of great concern when the Assistant Minister said that, notwithstanding the fact that the court acquitted that person, KPA, which was the complainant, still went ahead to use administrative measures to dismiss that person. Is the Assistant Minister, therefore, telling the country that an acquittal has no meaning and something else is more important? view
