Mr. Deputy Speaker, Sir, I am happy with what the Prime Minister has said but he has said that the Cabinet met and agreed to go for a local solution. Kenyans are anxious. Could he come up with a time frame when that can be implemented so that we can know that the Cabinet made this decision? Even the House can stay here to form a local tribunal so that this issue is resolved and the nation knows where it is going.

What is being asked here is the funds which have been allocated for building district headquarters. I am the Member for South Mugirango and he has given a list of the allocation here indicating that South Mugirango was given Kshs10 million. I stand here to tell this House that South Mugirango, which is in Gucha South District, has not received a single coin to build the district headquarters. Just a short while ago, he suspended Mr. Samoei and Prof. Ongeri in order for investigations to be carried out. How is it now that suddenly, investigations--- Is it in order for him to mislead the House?

On a point of order, Mr. Speaker, Sir. The Minister is not taking this issue very seriously. All we are asking is whether his Ministry could provide the boat and not the police. That is because the police are not under his control. Could he tell us whether he is able to provide boats which they control as a Ministry because they have an authority which is responsible for that and a budget to provide that? The purpose is to provide safety to the people who go to the lake.

Mr. Speaker, Sir, I am rather concerned when the Prime Minister speaks about corruption and stepping aside. I got the impression that the Government tends to feel that stepping aside is a very strange concept yet within the Government itself, in the public service when somebody is being investigated, they are actually interdicted. They step aside until investigations are completed. I cannot see why we were clamouring for the Chapter on Integrity in the new Constitution, if we think that by implementing that Constitution, it appears to be witch hunting.
