As I mentioned earlier, it is because of financial limitations that surveys that are done by the Ministry are only preliminary baseline surveys. If you watched Citizen TV yesterday, farmers are changing from producing food crops to other crops. In my own constituency, one third of the farms that were under maize have been converted to passion fruit, which is being sold in Uganda. That is because our marketing is still very bad. What I know is that my Ministry issued an Environmental Impact Assessment Licence No.0007374 to Kings Rock Works Limited on 11th November, 2010 to undertake open cast quarry activities. Prior to that, the quarry was operated without full knowledge of my Ministry and officers in the Ministry were not involved at all. It is given upon application and recommendation from the county council. However, a county council can issue a quarry licence and that is not within the docket of the Ministry. The Office of the Deputy Prime Minister and Ministry of Local Government authorizes quarrying. However, we give EIA licences. We gave that licence upon application on 11th November, 2010.
