  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, as far as lead is concerned, that was banned on 31st December, 2005. Currently, the vehicle inspection unit is going round testing the standards of the fuel that is coming into the country. It is banned. So it is not re-banning but we need to be more vigorous in the way we do the testing. That is going on right now. Member that the refinery has a special role in the standards of the fuel that goes through it but I want to also assure the Member that, that is going on. In fact, the sensitization that is going on is both with the industry sector and the public on the use of these raw sulphur products. As we are talking currently, the refinery in Mombasa is actually overhauling and we expect very low sulphur to be produced. view

This is an international convention on the control of the trans-boundary movement of hazardous wastes and their disposal, which was domesticated through gazettement of the Environmental Management and Co-ordination Act, also known as the Waste Management Regulation, 2006.   • 6 Oct 2010 in National Assembly: Mr. Speaker, Sir, on the issue of dumping, dumping is mainly as a result of donations that we receive from the West, which our institutions have been receiving continuously since the dawn of the era of computers. Currently, there is only one NGO in Kenya called Computers for Schools Programme that takes in all computers to refurbish them for use in schools. The obsolete components, however, are re-exported back. There are several European countries that accept obsolete components.   • 6 Oct 2010 in National Assembly: Mr. Speaker, Sir, the development process of the guidelines has involved both the Kenya Revenue Authority and the Kenya Bureau of Standard, among others, for purposes of excise duty, which was introduced earlier. Those incentives will come during the collection, most likely in the first stage. Centres will be set up and they will belong to the manufacturers or providers of these services. In the guidelines that we have, the only incentive that they will give will be as a result of them returning the goods. The incentive is not given upon the sale of the new items. view

Of course, they will have to come to this House for processing as soon as possible. Once these guidelines are in place, the collection centres will be set up. We know that there are people who have these gadgets in their houses and they are a problem. We advise Kenyans not to destroy these gadgets on their own because they contain hazardous elements or toxic materials. We will actually post an advertisement. I said in my answer to the last question that once this is done, we will do a lot of publicity. Kenyans will know where to take their old electronic gadgets. It is important for Kenyans to know that this will come. During the study carried out in 2008, even as documentation was being done under a project pioneered by the UNEP, it was not possible to classify Kenya among the Category B where recycling can be done. The truth is that we still have many gadgets in our houses. Member who proposed the amendment to read 28th September, 2010.
