  • 3 May 2023 in Senate: to decide at what level they are going to enter the different levels of education. This is one area where the national Government must provide guiding policies. The national Government must formulate programs and put in place structures for the provision of home-based, non-formal, adult continuing alternative, online, free and appropriate public education. This is a very delicate area because some children will need home-based education. One of the clauses of this Bill, we are also saying even if a child has to receive home-based education, the Government must take responsibility for the provision of somebody to take care of ... view
  • 3 May 2023 in Senate: ‘A county government shall be responsible for the implementation and effective and efficient delivery of special needs education concerning the learning Responsibilities of county governments. The Learners with Disabilities Bill, 2023 institutions falling within their mandate under the Constitution.’ Which institutions are within the mandate of the county governments? There are two sets of institutions. There are the pre-primary schools or early childhood learning centres; that is, where the beginning of education is. We do not want these children to be view

  • 3 May 2023 in Senate: left out even in childhood. They must be in school at that stage, if not for anything; for interaction with other children so that they can interact and play because childhood is learning and play. The county governments must, therefore, take responsibility to ensure that a child with a disability is in those kinds of schools which will require a lot of changes as far as the schools are concerned to make sure that we have these children in school. Part Three of the Bill, which contains Clauses 9 to 19, deals with the registration, and management of special needs ... view
  • 3 May 2023 in Senate: I misread my time for 20 minutes. Thank you so much. Clause 12 of the Bill explains the process of admission of the learner with a disability. Clause 13 provides for the management of an education institution for learners with disabilities, which shall comprise a provision for the Board, one person, elected amongst the parents of learners with disability. We have provided for one representative of teachers, non-teaching staff and two persons with experience in matters relating to special needs education. I have visited several schools for children with disabilities. I am also privileged to have been a Member of ... view

  • 3 May 2023 in Senate: recommended by the County Education Board, so that we have a Board that can take care of these children wholesomely. I think I skipped Clause 10 as I thought--- view
  • 27 Apr 2023 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity. I would like to first congratulate the Committee on Devolution and Intergovernmental Relations for fishing out the laws that need to be amended to comply with the new Constitution. This Constitution was supposed to do practical things, but unless we have enabling laws and policies, it is very difficult. We are very fortunate that this is being done at the time when you are in this House as a former governor. When we have two former governors sitting in this House, we will be able to actually look at what ... view

  • 27 Apr 2023 in Senate: It is no surprise that the agriculture, livestock and fisheries sector have the largest number of laws that need amendment. It is no wonder that we have not been able to devolve agriculture properly and yet in the Constitution everything has been devolved except policy. The same thing is in the Ministry of Health (MOH). The Ministry has 25 laws which need to be aligned to the Constitution. view
