There is nothing on the ground to warrant the expenditure of Kshs3.7 million. There are no materials on the ground worth Kshs1.2 million. He said that the Ministry will facilitate prompt payment. He would be paying for something that does not exist. I want to ask him to accompany me to the site so that he can see for himself. His officers are not being fair to him. Unfortunately, his answer is not satisfactory. view
