  • 27 Jan 2009 in National Assembly: Hon. Members, Mr. Ngugi had moved that we ask the Mover to respond. I will put the Question. view
  • 27 Jan 2009 in National Assembly: Hon. Members, before we interrupt the business of the House, earlier this afternoon we skipped some Orders. One of them was the Committee of the whole House on the Proceeds of Crime and Anti-money Laundering Bill. For the record, I would like to mention that this Bill is actually deferred and not skipped. This is because there was discussion between the Chair and Minister for Finance and it was agreed that it be deferred. view
  • 27 Jan 2009 in National Assembly: Hon. Members, it is now time for the interruption of business. The House is, therefore, adjourned until tomorrow Wednesday, 28th January, 2009, at 9.00 a.m. view

  • 17 Dec 2008 in National Assembly: Mr. Speaker, Sir, I rise to support this Motion of Adjournment and join those who have thanked God for this year, which started in a very difficult way. It started December 17, 2008 PARLIAMENTARY DEBATES 4187 acrimoniously and we thank God that we are leaving on a very happy note. This year, however rough it has been, we have been able to pass landmark Bills, among them one of my favourites, the Finance Bill, that is going to give this Parliament the power to do the oversight role that it has always yearned for. So, we have done a lot, ... view

  • 16 Dec 2008 in National Assembly: asked the Vice-President and Minister for Foreign Affairs:- (a) whether he could explain why Burrel International Company which was contracted by the Prisons Department on 13th September, 2006 to construct residential blocks for Prisons officers has failed to complete the project after foundation trenches were excavated and foundation footing partially laid; (b) what the total amount paid to the contractor was; and, (c) what measures the Government has put in place to ensure that the houses are completed. view
  • 16 Dec 2008 in National Assembly: Yes, Mr. Speaker, Sir. I would only like to encourage the Vice-President to either visit the site or send somebody reliable there, so that the answer can reflect what is on the ground. view
  • 16 Dec 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Bill, which I believe is going to open the door to the process of the Constitutional review. Kenyans have waited for this Constitution. We gave them 100 days, months and at times we talked of fewer than 100 days. I believe that the process is very important, and is going to be a very important gift to our people for Christmas. As we discuss this, we need to look back: Why did the process fail in 2005? Was it because of the content or the process? I would like to say ... view
  • 16 Dec 2008 in National Assembly: Mr. Deputy Speaker, Sir, we are talking of Nairobi which has a high population but is taken care of by the Ministry of Nairobi Metropolitan Development, the Nairobi City Council and so many other organisations. There are people who have to travel for several kilometers to reach their constituents. It is no wonder we have a high turn-over of Members of Parliaments from these places. It is because they cannot visit all their constituents within the five-year term. I hope that, that is clear. Mr. Deputy Speaker, Sir, when I read this Bill, it is talking of population but not ... view
