16 Dec 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I rise to support this Bill, which I believe is going to open the door to the process of the Constitutional review. Kenyans have waited for this Constitution. We gave them 100 days, months and at times we talked of fewer than 100 days. I believe that the process is very important, and is going to be a very important gift to our people for Christmas. As we discuss this, we need to look back: Why did the process fail in 2005? Was it because of the content or the process? I would like to say ...

16 Dec 2008 in National Assembly:
Mr. Deputy Speaker, Sir, we are talking of Nairobi which has a high population but is taken care of by the Ministry of Nairobi Metropolitan Development, the Nairobi City Council and so many other organisations. 11 Dec 2008 in National Assembly:
Mr. Speaker, Sir, I am a bit alarmed. Who supervises county councils and municipal councils, if the Ministry of Local Government is not interested in their projects; is it the Member of Parliament? Who are the "you", because the Assistant Minister is saying, "you should not?" The Ministry takes care of municipal councils and county councils. I hope that he is not referring to the community that is desperate to complete the building. Could he tell us why the same project was not put under the pending projects of the Ministry?
