Could the Assistant Minister explain what certificates of completion were used, because when you go to the site, it is only trenches that have been dug? Could he also tell us when the contractor left the site, because he has told us that the contractor was disturbed by the post-election violence? This contract was supposed to end in September 2007 way before elections! view
