You are out of order, Mr. Mbadi! I have already ruled on that. The Chief Whips have nothing to do with the Government. It is the Leader of Government Business in the House who should be responding. I think the absence of both the Leader of Government Business and the two Ministers--- I think we will have to discuss their absence. The Chair will have to rule on their absence later.
