This is how I would describe the late President Mwai Kibaki. He had many achievements that he did not have to label them in his name yet we could see them. There were 15 universities in a row covering the whole country. He had different roadmaps for each sector; roads, education, natural resources and afforestation. All of them would converge at one point. Madam Temporary Speaker I second this Bill knowing very well that education is a right to every child in this country. Madam Temporary Speaker, when we say every child has a right to education, it is not the child to conform to the institution, but it is the institution to conform to the child. However, interaction between our children is one thing that is extremely important. Madam Temporary Speaker, as we look at the rights of the learners with special needs, we need to ask ourselves where their right to interact with others is. That is why I strongly recommend that the Ministry of Education starts giving them interactive sessions.
