  • 24 Jun 2020 in Senate: (e)THAT, the building is in a poor state of repair and no worthy reason has been given as to why other county properties have been overlooked for the same use intended for the NBK building, and renovation and development or conversion of these other properties offer better value for money, and such options ought to have been pursued. view
  • 24 Jun 2020 in Senate: (f)THAT, given the alternatives available to the County Government for office space, it is clear that a feasibility study was not carried out, and further, there is no evidence of competitive sourcing or bidding, which would have involved a bid for purchase by the County Government. Instead, there was only a single offer, which casts doubts concerning how the offer was arrived at; view
  • 24 Jun 2020 in Senate: (g)THAT, no evidence has been given in the evaluation report on the disposal of the building and sale agreement between the two parties. view
  • 24 Jun 2020 in Senate: (h)THAT, the Petitioners have made efforts to have the matter addressed by relevant authorities, all of which have failed to give a satisfactory response, and none of the issues raised are pending before a court of law, constitutional or other legal body. Mr. Speaker, Sir, the petitioners, therefore, pray that the Senate intervenes and undertakes an investigation into the matter with a view to ensure that other available options for office space by the County Government of Uasin Gishu are explored before finalizing the purchase of the NBK Building, and that requirements of the Constitution and the Public Procurement and ... view
  • 16 Jun 2020 in Senate: Mr. Speaker, Sir, I beg to move the following Notice Motion: view
  • 16 Jun 2020 in Senate: THAT pursuant to Standing Order No. 25(2) and 25(5) the Senate approves the Third Report of the Procedure and Rules Committee on amendments of the Senate Standing Orders to facilitate virtual sittings of the Senate and its Committees laid on the Table of the Senate today, Tuesday, 16th June, 2020 and pursuant to the provision of the Article 124(1) of the Constitution and Standing Order Nos. 255 and 257- (1) resolves to amend its Standing Orders as contained in Appendix 1 of the Report, and; (2) order that the Amendments of the Standing Orders as contained in Appendix 1 of ... view
  • 2 Jun 2020 in Senate: Thank you, Mr. Temporary Speaker, Sir. I will be very brief on this one because I am also a Member of the Committee on Education. However, the issue that has been raised by Sen. (Dr.) Mbito is very important, and I want to thank him for that. The idea of having e-learning in this country started a long time ago, especially for our primary and secondary schools. It is very important that we take stock at this time. The COVID-19 pandemic has only reminded us that the agenda of the laptop programme was a noble one. If we had fulfilled ... view
  • 2 Jun 2020 in Senate: meetings seem to be giving us better quorum, just like any other. It appears to be a nice new norm that we might adopt beyond the COVID-19 pandemic. That is where we should have been if the laptop project was continued. It is unfortunate that we have invited the Cabinet Secretary several times, but he has not come. I hope we will get him around this time, so that we share. He is losing a lot from a Committee that has two former Ministers of Education. He could have learnt the challenges that those Ministers faced and how they managed ... view
  • 19 May 2020 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity. I join my colleagues in applauding you for a wise ruling. This is the new norm. We cannot run away from it. We have had two good sessions in the Committee on Education, one of which I undertook from my farm. We had a successful meeting and managed to have the highest quorum we have ever had since the start of this term. So, it brings a lot of success. This pandemic has brought its positives, which we must address. As a House, our decision range from questions which are ... view
  • 5 May 2020 in Senate: Mr. Speaker, Sir, I agree that we need an informal session to freely discuss and ask the Commission to give us different formulas so that we can go through them. By the time we have the sitting, we would have agreed. I suggest that we have the informal session on Thursday morning and an afternoon sitting to pass it. That is my proposal. view
