• 23 Oct 2019 in Senate: Yes, Mr. Deputy Speaker, Sir. As I said, payment of incomplete projects is glaring in my county. Incomplete projects mean we have no value for money. I am happy with the recommendation from the Committee that the responsible persons and contractors be investigated. Before any payment is done, it is important to inspect the project and give its status of completion or otherwise. There seems to be a whole chain of events here. We have a contractor, the accounting officers, the auditors and the accounts department overseeing implementation of the project. Why would they pay for incomplete projects? It is ... view
