I rise to support it though I am to some extent a bit disappointed by the reduction of budgets of projects which are of national interest. This will not only affect the economic development of the country but will also affect the realisation of Vision 2030.   • 24 Mar 2016 in National Assembly: I do not understand why the statutory allocations that I have mentioned should be reduced from Kshs37 billion to Kshs36 million, especially noting that a fund like the CDF is the only devolved fund that has produced results in the respective constituencies. The allocation to this Fund ought to have been increased instead of being reduced. I also appreciate the proponents of the Division of Revenue Bill for having considered including the Equalisation Fund (EF) in this Budget.   • 17 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman for giving me an opportunity. I support the amendment. Last year, we lost lives that would have been saved. We had an example of a man who was involved in an accident and had to wait for 18 hours without treatment. He eventually succumbed to injuries and died. We also had a lady who did not get the required treatment. It is reasonable that as the leadership, we create such a Fund to take care of emergencies. Anybody can be involved in an accident. One, a lot of times services that have been taken closer to constituencies have proved to serve citizens of this country better. I represent Kacheliba Constituency in West Pokot County. West Pokot happens to be the largest consumer of blood in the blood bank in our referral hospital in Eldoret. Of all the beneficiaries of the blood bank, majority come from my constituency.   • 18 Feb 2015 in National Assembly: simply because this Government does not take the issue of insecurity in pastoral areas very serious. In fact, there is this notion that it is normal for pastoralists to fight. Hon. Temporary Deputy Speaker, we are aware that the state of insecurity is wanting in the whole country. We have witnessed our own members losing lives. People tend to react a bit when people fight or when people are killed in urban areas.
