I want to retrace the history of nursing started by one Florence Nightingale, and say that every woman is actually a nurse by nature ordained. Everywhere in the world, it is majority of women who care for the sick, whether in their homes or outside the home. We nurture and nurse. Those two roles go together. I would like to say that in the medical profession, the nurses interact with more patients than actually their superiors, doctors.

Mr. Temporary Deputy Speaker, Sir, it is time that we strengthened the law to improve, not just governance within this profession, but also improve their working conditions. I hope that as we go to the Committee Stage of this Bill, we will start looking at whether members of the nursing profession are receiving sufficient remuneration for the work that they do. No surgeon can operate without being assisted by nurses. No doctor can manage the sick without being assisted by a nurse. Mr. Temporary Deputy Speaker, Sir, there are many roads in Kenya which have been designated C53 that the hon. Member is asking about, but none of them is getting tarmacked, yet more roads are being designed. A case in point is the Kamugunda-Kianyaga-Kiamutugu-Githure Road, which was designed two years ago. Is the Assistant Minister worried about wasting taxpayersâ money, while raising the expectations of the residents and then doing nothing about it? What is his explanation for this kind of thing?

On a point of order, Mr. Deputy Speaker, Sir. I want the Assistant Minister to know that there is a distance of over 200 kilometres between the two police posts. In every financial year, including the current financial year, he has been allocating money for building of brand new police posts elsewhere. Is it in order for him to say that he can only give Kshs4.2 million when this is a very needy area with rampant insecurity problems, because some of the police posts are border posts? Is it in order for him to fail to provide for those particular ...

Mr. Deputy Speaker, Sir, the Minister has admitted that there are people he has not paid on the pretext that details have not been given. It is his Ministry that engaged all these people. So, it is his Ministry that has the details. If he does not have them, his officers on the ground know whom they hired. Could he now come and tell the House when he is coming to answer that he has now all the details because it is upon him to produce them through his officers and pay every Kenyan who participated in the census?
