On 16th December 2008, the two principals signed an agreement committing themselves to within sixty days, whip their troops to enable Parliament to pass a statute for a local tribunal. That particular Standing Order is for cases not provided for. Otherwise, the manner of bringing Motions to the House and allotting time is already provided for. The Member was asked to bring a certified order, which I even think was too much, because once the Assistant Minister knows there is an order, service does not have to be proved because this Parliament. Is it in order for the Assistant Minister to continue arguing instead of apologizing to the House and undertaking to withdraw the police officers from that farm? If the House cannot compel him to respect the law, then who will protect Kenyans against those who are disobeying the law in Government? view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I rise in support of this Motion. The Motion is encouraging our neighbour and friend, Sudan. The Motion is non-partisan. It is just calling upon the people and the Government of Sudan to not only proceed to have a peaceful referendum, but also to respect the outcome. We are peripheral stakeholders in what happens in Sudan. Being neighbours, we must remain engaged and interested.   • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to agree with the Minister for Justice, National Cohesion and Constitutional Affairs that until the Constitution is amended this Motion should not be entertained. I rely on Article 6 of the Constitution. I do not have to contribute on the basis of the popularity of what I say. I contribute from the conviction that I carry. Article 2(6) states:- “Any treaty or convention ratified by Kenya shall form part of the laws of Kenya under this Constitution”.
