3 Nov 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Yesterday, you ordered that today, the Minister for Industrialization should give a statement on the hiring of the MD of Kenya Bureau of Standards. I notice that he is not here.

3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, it is unfortunate that as Members we are now polarized on this issue. But Section 19(b) of the Constituencies Development Fund on the amount to be given says that we should use the National Poverty Index. Now, the National Poverty Index is normally by the Ministry of State for Planning, National Development and Vision 2030. We were using the earlier one. Now that this one is released, I do not know see how the Ministry can avoid using this one.

3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, given that as hon. Members we are not satisfied with it, the compromise should be to use the report released, but to immediately call for a survey remembering that we are going into a period where there will even be a bigger cake divided on that survey. The compromise should be we must follow the law. So, the National Poverty Index should be used. But we should immediately call for a survey, which will then bring us results to tell us how to move forward.

3 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, I was for a Kamkunji being called before. However, on the basis of this Motion, the end part of which is asking that the Economic Survey of 2005/2006 should not be used, it would appear to contradict Section 19. I am saying upfront that I would welcome a new survey. But it looks the compromise is we use the survey now released and then we call for another survey immediately.

2 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, I must thank the Assistant Minister for a very comprehensive statement unlike the earlier one. I wish to also appreciate the fact that for the self help groups, the Ministry has now committed itself to ensuring that all the 7,328 households get alternative land and houses. My question is: Are the IDPs at Kikopey Farm part of the 20 self help groups he is talking about? Kikopey is missing from his answer.

2 Nov 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. When the Question came up the first time, I particularly mentioned the name âKikopeyâ. The order of the Chair was that the Minister goes and checks. While I admit that the answer is comprehensive, but there is no mention of âKikopeyâ. So is it in order for him to say he is not aware?

2 Nov 2010 in National Assembly:
Mr. Deputy Speaker, Sir, while again thanking the Assistant Minister for the comprehensive answer, I must also thank the Chair for referring the Question for further investigation. Now that the Assistant Minister has committed to resettling the IDPs by December, could he also undertake to report to this House after he resettles them? Could he also tell us what he intends to do about the integrated IDPs who have not received any support whatsoever from the Government?

2 Nov 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. It is true that the question that was asked is about returning residents. However, noting that Clause 8 of the regulations made under the Standards Act (Legal Notice No.78) - the same clause that exempts returning residents is the same clause the Minister uses to exempt other vehicles - the supplementary question on the list of 400 is a foreseeable and probable question. Is it in order for the Minister to decline to answer that Question instead of asking for more time to peruse and give this House a satisfactory answer?

2 Nov 2010 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. In view of the security dimension, we urge you to ask the Minister to make sure that there is a Ministerial Statement on Thursday to avoid a deterioration of an already very bad situation.
