On 16th June, after the lady had disappeared on 11th, a letter was written by the brother-in- law, Mr. Dominic Mutiro, to the Minister in charge of Internal Security, Prof. George Saitoti, Mr. Francis Kimemia the Permanent Secretary, Maj-Gen.
