  • 18 Feb 2009 in National Assembly: The backlog of cases is not mainly due to shortage of judges. Shortages of judges is an additional factor. The backlog of cases is failure by the Judiciary to dispose of expeditiously, constitutional applications which are delaying the cases. This is in spite of the Chief Justice in January, 2006, having published rules to expedite the cases. So, the judiciary has not applied its own rules to open up the delay in the cases and yes, shortage of personnel is also a factor. view
  • 18 Feb 2009 in National Assembly: There was a question about judges who had been appointed earlier. The Attorney-General is a member of the Judicial Service Commission. I am not. I am not able to give details of why judges were not appointed. But Parliament should acquaint itself with the Constitution. The President is the appointing authority and the Judicial Service Commission merely recommends. So, there may be cases where the President, for good reasons, may return the names to the Judicial Service Commission for further consideration. view

  • 18 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, the role of Parliament is to be a watchdog. The role of the Government is to serve the people. Parliament audits the Government. It is, therefore, the duty of the Government to account to the people through Parliament. When a query is raised relating to a Ministry, we, Ministers, must not take it as a challenge. view
  • 18 Feb 2009 in National Assembly: We should fully account to Parliament, especially when we have nothing to hide. It is, view

  • 18 Feb 2009 in National Assembly: therefore, not for the Mover of the Motion or the public, who are asking so many questions, to provide the truth. • 18 Feb 2009 in National Assembly: I was, therefore, saying that unless we, as the Government, forget our roles, when the public raises the slightest query, it is our duty to explain to the satisfaction, either of the National Assembly or the members of public out there asking. view
  • 18 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, it cannot be proper that when we are questioned, we start looking for diversions. We are politicians and, therefore, this is the House of politics. There will be 2012 and there will be 2017 after 2012. Politics have been with us. view
