27 Nov 2008 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I propose an amendment to the New Clause 2E(1) by seeking to insert the word "public" immediately after the word "or" so that it reads "all public establishments shall seek to represent" and in Clause 2E(2) introducing the word "public" immediately after the word "no"; so that it reads "no public establishment". I would want to persuade my colleague that it is not constitutionally tenable to force private enterprises or individuals to recruit people on the basis of ethnicity. 27 Nov 2008 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I would like to persuade the House that it is better we restrict this law to public enterprises and we leave the rest to the market. It would bring complications in application. 27 Nov 2008 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I do not have any objection to this. However, I would urge hon. Members to consider the many private clubs which are not for public but certain category of 3692 PARLIAMENTARY DEBATES November 27, 2008 membership and whether this section would in any way offend that. Otherwise, in my view, it is not a harmful clause.
