Mr. Chairman, Sir, I want to begin by saying that Clause 34 has been wholly misunderstood as regards amnesty. The position in the proposed amendment is exactly and squarely identical to the position in the proposed Bill. Amnesty is not given. It is only a recommendation. The only reason I will accept this amendment is because I have seen further amendments that are more specific as relates to the victims' rights.
