Mr. Deputy Speaker, Sir, I beg to move:- THAT this House do now adjourn until Tuesday, 7th October, 2008. Mr. Deputy Speaker, Sir, traditionally, the House goes on recess around this time to the beginning of October to enable the Committees of this House to concentrate on their work, to enable hon. Members to pay more attention to their constituency work and also to enable other Government businesses to go on in the offices. On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member, who also doubles up also as a bull-fighter, to mislead the House that I am the one who personally needs the adjournment? I clearly said, when moving this Motion that this recess is traditional. It falls within our calender and it is up to hon. Members to decide. Is he in order to personalise debate? He should go and do bull fighting!

When a Member of Parliament is convinced, or lobbied from outside, whether by their constituents or the larger national constituency, it is incumbent upon that hon. Member to adopt those views as his or hers and then present them and move amendments. Otherwise, amendments can never be moved by those we represent. Mr. Deputy Speaker, Sir, I notice there is a typographical error on the Order Paper which lists the Bill as No.12. I wish to say it for purposes of record that the Bill I am moving is Bill No.14. Thank you, Madam Temporary Deputy Speaker. May I begin by profusely thanking the hon. Members for their valuable contributions and for the support they have given to this negotiated Bill. I am actually touched and I know Kenyans are going to have a renewal in their faith in Parliament being able to give them a new Constitution. When we passed the National Accord and Reconciliation Act and the Constitutional amendment thereof, we all committed ourselves and became party to the agreements signed by our principals.
